The 13th Annual Meeting of the Asia - Pacific Parliamentary Forum,
Recognizing the ARF’s role as the region’s pre-eminent multilateral forum for security dialogue and cooperation in the Asia-Pacific and its contribution to the maintenance of peace in the region;
Stressing the need for regional cooperation in law enforcement and intelligence sharing is important to peace and security, globally and in the Asia Pacific region;
Highlighting the continued weakening of terrorist networks as a result of cooperation with countries in the region;
Recalling the Concept Paper adopted during the 2nd ARF in 1995 outlining the three stages of security-cooperation: confidence-building, preventive diplomacy, and elaboration of approaches to conflicts;
Recalling the Paper on the Enhanced Role of the ARF Chair which was adopted during the 8th ARF in Hanoi addressing the conceptual overlap between Confidence-Building (CB) and Preventive Diplomacy (PD);
Welcoming the decision by ASEAN to set up an ARF Unit within the ASEAN Secretariat and considering it as a step forward to broaden the activities of ARF;
Acknowledging that ARF remains at the Confidence-Building stage and has only begun to explore the “areas of overlap” between Confidence-Building and Preventive Diplomacy;
Aware that ARF is going to proceed into the Preventive Diplomacy stage in its evolution in order to ensure a more responsive, effective, and pro-active ARF to address traditional and non-traditional security issues and threats.
1. Invite ARF members to support efforts to evolve the ARF from the stage of Confidence-Building Measures to stage of Preventive Diplomacy based on the principles agreed upon by the ARF participants.
2. Encourage current Preventive Diplomacy measures involving confidence building efforts, norms setting and enhancing channels of communication,
3. Encourage ARF members to define the direction as to how the identified tasks of the ARF chair in his capacity should be delineated,
4. Call upon ARF members to support greater efforts to make the ARF responsive to the security needs of the region.
