Resolution on Poverty Eradication and Environmental Protection

The 13th Annual Meeting of the Asia - Pacific Parliamentary Forum,

Reaffirming commitments by the international community on the realization of the Millennium Development Goals (MDGs), particularly the overarching goal of halving poverty by 2015;

Acknowledging the importance of the Kyoto Protocol on Climate Change, which comes into effect this year, as well as achievements and experiences in the realization of the Rio De Janeiro Declaration (1992), Agenda 21 and the Johannesburg Plan of Implementation (2002);

Noting that poverty eradication and environmental protection are closely associated in the realization of the MDGs and Agenda 21;

Noting also the progress of realization of the MDGs, especially the goal of poverty eradication, in various regions and nations; and concerned with threats to the environment such as the greenhouse effect and global warming, the depletion of the ozone layer, the extinction of precious and rare animals, and the spread of the haze;

Stressing the need to strengthen regional and international cooperation on poverty eradication and environmental protection, towards sustainable development to ensure a balanced development in the future;


1. Urge APPF parliamentarians, working closely with their governments, to strive for a just international economic order conducive to a healthy environment and sustainable development of countries, and to assist poor countries to break the vicious circle of population growth-poverty-environment degradation;

2. Recommend that APPF parliamentarians pay due attention to poverty eradication and environmental protection in the process of formulating budget plans; and to continue strengthening their national policies on poverty eradication and legal framework for environmental protection;

3. Urge APPF parliamentarians to call for concerted efforts by their governments to ratify international environment treaties, further fulfill their obligations under international environment agreements, seek greater benefits from international environment instruments, effectively participate in and enhance the role of international organizations under the United Nations development system;

4. Encourage APPF parliamentarians to play a more active role in providing highly indebted countries with greater debt relief, longer rescheduling, improved access to global markets, fulfilling the commitment of Monterey consensus, including to spend 0.7% of GDP on official development assistance (ODA), increasing the ODA rendered to environmental protection up to the level of 15 – 20% of the total number of ODA, continuing to transfer appropriate environmental technologies to developing countries;

5. Request APPF parliamentarians to encourage their respective governments to formulate long-term development policies, which mobilize the participation of all economic sectors including the private sector, in poverty eradication, protection of natural resources, natural disasters prevention and relief, thus creating a favorable environment for sustainable development and successful realization of the MDGs and Agenda 21.
