Resolution on Disaster Risk Reduction

The 22nd Annual Meeting of the Asia Pacific Parliamentary Forum,

Recalling the large number of recent severe natural disasters in the Asia Pacific region, and aware of the necessity of immediate relief provisions;

Recognizing the necessity of reducing vulnerability to disasters because the region has a high risk of large-scale disasters and the lives of people and the sustainable development in developing countries are threatened by them;

Highlighting the urgent need to build “resilient societies” that are prepared to manage natural disasters from every aspect, including prevention, mitigation, emergency response, recovery and reconstruction;

Recognizing that resilient societies are well-prepared so that damage could be minimized, and if natural hazards occur, they can effectively take measures for emergency response, recovery and reconstruction;

Confirming that the international community should cooperate for the substantial reduction of disaster losses, in lives and in the social, economic and environmental assets by taking comprehensive measures including urban planning based on disaster risk assessment, disaster risk reduction planning, construction of disaster-resilient infrastructure, establishment of quake-resistance standards, and promotion of disaster education;

Noting the 6th Asian Ministerial Conference on Disaster Risk Reduction (AMCDRR) in Bangkok as a platform for dialogues among countries for the post-2015 Hyogo Framework for Actions;


RESOLVES TO:

1. Call upon member countries to give higher priority to disaster risk reduction at every level of public policy, by ensuring adequate governance mechanisms for disaster risk reduction and allocating sufficient financial resources to it;

2. Promote the perspectives of cultural diversity, age, gender and other vulnerable groups into all national policies and programmes of activities for disaster management and sustainable development;

3. Call upon member countries to extend mutual cooperation on disaster risk reduction management along with ‘‘Hyogo Framework for Action 2005–2015’’ as well as in the regional cooperation frameworks such as APEC, ASEAN, East Asia Summit (EAS), and Japan-China-ROK Trilateral Cooperation;

4. Call upon member countries to participate fully in the consultation process to develop a post-2015 framework for disaster risk reduction and welcome Japan’s initiative to host the Third World Conference on Disaster Reduction in 2015.
