Resolution on Promoting Parliamentary Diplomacy for Peace, Security and Prosperity in the Region and the World

The 26th Annual Meeting of the Asia-Pacific Parliamentary Forum (APPF):

Affirming the important role parliaments play in, inter alia, translating international commitments into national policies and laws, and hence in contributing to the fulfillment by each Member State of its obligations and commitments under international law and treaties, in particular the United Nations Charter;

Reaffirming that participation of parliamentarians in external affairs is a crucial aspect of international cooperation and for a better understanding amongst nations;

Acknowledging the contributions of parliamentary diplomacy to peace, stability, security development and prosperity in the Asia-Pacific and the world;

Celebrating the 25th anniversary of establishment of the Asia-Pacific Parliamentary Forum that has become an efficient platform for parliamentary dialogue on politics and security issues in the Asia-Pacific;

Confirming its adherence to principles of international law, in particular as stipulated in the UN Charter, the Treaty of Amity and Cooperation in South-East Asia, including the principles of respect for sovereignty, non interference in internal affairs of sovereign states, non-use of force or the threat of force;

Taking note of the changes in the world including the growing trend of multi-polarity with a constantly increasing role of the Asia Pacific region as a key factor;

Recognizing that potential conflicts in the Asia-Pacific region may threaten peace, stability, development and prosperity in the region and reaffirming its support for the settlement of disputes through peaceful, political and diplomatic means in accordance with international law and the United Nations Charter;

Reaffirming that peace, stability, prosperity and development are interdependent and maintaining peace and security is a precondition for sustainable development;

Commending the achievements of nearly three decades of dialogue and cooperation partnership in the APPF region on various important issues, and being resolved to upgrade this partnership on the basis of the principles of equality, mutual benefit and common responsibility for maintaining peace, security, stability, and promoting economic integration, dynamisms for growth, sustainable development and prosperity in the Asia-Pacific region;


  1. Increase efforts in strengthening multilateral diplomacy, in particular parliamentary diplomacy, as an important means of achieving peace, security and fostering stability, economic integration, dynamisms for growth, sustainable development and prosperity in Asia‐Pacific and the world;
  2. Reaffirm the conviction that the security and cooperation framework in the Asia-Pacific region should be based on the principles of the supremacy of international law, the indivisibility of security and commit to maintaining and promoting peace, security and stability in the region, as well as to the peaceful resolution of disputes and respect of international law, including full respect for legal and diplomatic processes, without resorting to the threat or use of force, in accordance with the universally recognized principles of international law;
  3. Reaffirm that parliaments of APPF Member States should refrain from using personal sanctions against parliamentarians of Member States as measures that prevent full-scale dialogue and cooperation within international forums, including inter-parliamentary ones;
  4. Call upon APPF Member States to strengthen cooperation aimed at the implementation of the 2030 Agenda for Sustainable Development as it represents a comprehensive multilateral framework for sustainable development;
  5. Promote quality, balanced, sustainable, innovative growth, quality human resources development, economic, financial and social inclusion, advance free and open trade and investment, support a rules-based, free, open, fair, transparent and inclusive multilateral trading system; regional and sub-regional comprehensive and inclusive connectivity and increase resilience to respond to climate change with a view to fostering prosperity and sustainable development in the Asia-Pacific region and the world;
  6. Build a vision for the region in the coming decades aiming at fostering a shared future of peaceful, stable, dynamic, interconnected and prosperous Asia-Pacific community;
  7. Strengthen cooperation within existing international institutions and enhance synergy and complementarities with other regional and international institutions to advance sustainable development and address traditional and new security challenges such as climate change, international terrorism, transnational crime, cyber security threats... In this connection, congratulate the Association of Southeast Asian Nations (ASEAN) on its 50th Anniversary and the ASEAN Inter – Parliament Assembly (AIPA) on its 40th Anniversary, and commend their contributions to foster peace, security, stability, integration, interconnection, dynamisms for growth and sustainable development and prosperity in the region and the world;
  8. Call upon the parliaments of the APPF Member States to promote the formation in the Asia-Pacific region of an extensive network of partner relations among multilateral regional associations, as well as to expand the cooperation and coordination at international and regional sites for implementing the Forum’s decisions;
  9. Continue raising the importance of the APPF as a reputable, recognized and important parliamentary forum, including at universal international fora;
  10. Encourage the establishment of parliamentary friendship and similar groups among national parliaments, in order to promote the exchange of good practices;
  11. Support the initiative of the Inter-Parliamentary Union to establish the International Day of Parliamentarism on June 30 in honour of the creation of the first parliamentary organisation in the world and thus reaffirm the importance of the international parliamentarism in the modern world./.
