Resolution Calling for Regional Cooperation on Disaster Risk Reduction and Climate Change Adaptation and Mitigation

The 26th Annual Meeting of the Asia-Pacific Parliamentary Forum (APPF):

Recognizing the urgent need to mobilize stronger and more ambitious climate action in line with the UN Framework Convention on Climate Change and inter-related global frameworks, namely, the Sendai Framework for Disaster Risk Reduction 2015–2030, the 2030 Agenda for Sustainable Development, and the Paris Agreement;

Stressing that due to climate and disaster risks, the Asia-Pacific region is expected to bear much of global economic losses;

Acknowledging that governments shall pursue solutions that deliver resilience across the global frameworks, including stronger integration of disaster risk reduction and climate change adaptation and mitigation into wider development planning at all levels;

Recognizing the critical role of parliamentarians in the areas of national legislation, budgetary allocation, oversight of government performance, and in safeguarding the integrity and domestic implementation of international agreements;

Stressing that parliamentarians can further contribute to enhanced climate action by encouraging the participation of various sectors and stakeholders in the exercise of their functions and strengthening inter-parliamentary cooperation;

Noting that the Asia-Pacific Parliamentary Forum (APPF) serves as a platform to identify and discuss issues of regional interest and concern, with the aim of promoting them in the global context;

Recalling the resolutions on climate change and disaster reduction at the past APPF Annual Meetings and highlighting RESOLUTION 16 on “Strengthening Cooperation On Climate Change” adopted at the 25th Annual Meeting held in January 2016, urging all Member States to “commit to the strengthening of cooperation among the APPF Member States and make efforts to combat climate change in accordance with the principle of common but differentiated responsibilities and respective capabilities,” and, further, “to strengthen their own their own national public financing management systems
to manage, track and monitor the use of public systems to manage funds on climate change mitigation and adaptation”;

Recalling further that in earlier resolutions, the APPF resolved to implement an inter-parliamentary communication mechanism to share information, successful experiences, and knowledge for effective response to climate change, and appealed to Member-States to expand mutual cooperation in disaster risk reduction.


RESOLVES TO:

1. Urge all APPF Member-States to integrate climate change adaptation and mitigation and disaster risk reduction into their development agenda, plans, policies, programs and investments at the national and local levels and using a whole of society approach whereby continuous dialogue among government and non-government sectors contribute to strong partnerships towards building resilience;

2. Call upon all APPF Member-States to prioritize the assessment of current and projected disaster and climate risks, and to promote enhanced and coherent climate actions in the executive and legislative agenda of their governments as translated into climate-resilient planning, programming and budgeting;

3. Call upon all APPF Member-States to adopt their respective national adaptation plans, integrating adaptation measures based on science and evidence-based tools and approaches into their plans and programs, and to work together to secure scaled-up, continuous, predictable, and adequate financial support for adaptation in the region;

4. Encourage all APPF Member-States to strengthen cooperation in finance, technology, and capacity-building, with the view of mobilizing resources, leveraging knowledge and disseminating successful practices in disaster risk reduction and climate change adaptation and mitigation;

5. Encourage all APPF Member-States to advance legislation to help ensure the fulfillment of the Nationally Determined Contributions of governments under the Paris Agreement;

6. Request all APPF Member-States to work towards a long-term legislative framework for action on climate change in the Asia-Pacific region in line with the global blueprints for disaster risk reduction, climate change, and sustainable development;

7. Request the APPF to contribute to the capacity-building of parliamentarians in the development of policies for enhanced climate action and ambition.
