Draft Amendment to the Manila Declaration - Rules of Procedure

Agenda Item IV: The future of the APPF
Draft amendment to the Manila Declaration - Rules of Procedure - to reflect decisions made by the Executive Committee in Beijing.

[To establish an Honorary Chairmanship:]

After paragraph 6 g. insert new paragraphs 6 h. and i. The numbers of the following paragraphs will need to be changed to accommodate the additional paragraphs.

"h. The APPF shall appoint the founding APPF President as Honorary Chairman in order to ensure the APPF benefits from continuity of leadership. There shall be no limit to the term of the Honorary Chairmanship.
i. The Honorary Chairman shall advise the Executive Committee and Annual Meeting as required."

[To change the arrangements for President from election for three years to a rotating Presidency with the President being appointed by the host of the next Annual Meeting.]

Change paragraph 7 to read:

"7. The host country shall appoint a President from the host parliament who shall serve as President from May in the year preceding the Annual Meeting until April following the Annual Meeting."

[Note: The following consequential changes will also need to be made:

1. Paragraph 7 a. will need to be deleted. It reads "In selecting the President, the Annual Meeting shall seek a candidate who is a parliamentarian of international eminence and standing."
Reason: The Annual Meeting will not be appointing the President in the future.

2. Paragraph 7 d. will need to be deleted. It reads "If the President resigns, dies or becomes ineligible to hold office by reason of ceasing to be a parliamentarian, the Executive Committee shall elect an interim President to serve until the next Annual Meeting."
Reason: The host parliament is responsible for appointing the President so it would also appoint a replacement if necessary".

3. Paragraph 8 d. (2) will need to be deleted. It reads "The presiding country shall always be a member of the Executive Committee. The subregion to which the presiding country belongs shall elect one other country to the Executive Committee with a term of two years."
Reason: The presiding country will also be the host country and membership of the Executive Committee is already guaranteed to the host country under paragraph 8 b. (2).
