Resolution on Asia-Pacific Regional Economic Cooperation

THE TWELFTH ANNUAL MEETING OF THE ASIA PACIFIC PARLIAMENTARY FORUM (APPF):

Acknowledging that the future cooperation between Southeast Asia and North East Asia has great potential and has shown great prospects which, over the years, has contributed significantly to the growth of the region,

Realizing that mutually beneficial economic growth between the two sub-regions has created a climate conducive to deepening and expanding cooperation,

Considering that the liberalization of the world trade, still engulfed in uncertainty, particularly with the failure of Cancun Conference, 10-14 September 2003, has thus acknowledged the need for the two sub-regions to enhance multidimensional cooperation taking fully into account the existing different levels of development between the States in both sub-regions,

Recognizing that cooperation between ASEAN and States in the East Asian sub-region, comprising China, Japan and Korea, constitute a shared aspiration with the view to enhancing cooperation between the sub-regions and creating better opportunities for the peoples of both sub-regions,

Aware that cooperation between ASEAN and East Asia has passed the test of time under most difficult circumstances, such as that during the financial crisis of 1997/1998,

Recalling that creating an expanded cooperation between ASEAN and East Asia is not merely aimed at attaining a better future but also at contributing to creating partnership in global economic development as well as a more just and peaceful order,

Noting the uncertain developments in the global environment has compelled ASEAN, China, Japan and Korea to cooperate more closely,

Noting also the progress of the ASEAN+3 (China, Japan and Korea) cooperation, with ASEAN as the driving force and the benefit of which is affecting positively developments towards the integration of the East Asia,

RESOLVES TO:

Contribute to the creation of an East Asian community comprising ASEAN, China, Japan and Korea,

Help to develop an East Asian community in the spirit of mutual understanding and of observing the traditional Asian values as well as respecting the universal rules and principles,

Underline that in order to move forward economic and trade cooperation, ASEAN member states, China, Japan and Korea should expand and deepen their common interests taking into account of the existing different levels of development among the states in the region,

Emphasize the importance of togetherness so that the East Asian community forms the core of regional strength in attaining prosperity of the people in the entire region, particularly in facing the challenges of global competition,

Encourage the creation an East Asian community to lay the foundations for closer and stronger partnership between ASEAN and China, Japan and Korean,

Support the creation of an East Asian community as a shared commitment towards attaining peace, stability and prosperity for its peoples,

Reaffirm that, in the long run, creation of an East Asian community would hopefully reduce the gap between the rich and the developing countries.

Urge the creation of an East Asian community in order to enhance multidimensional cooperation comprising political, economic and social-cultural fields, on the basis of mutual benefit and mutual respect,

Call for efforts to create an East Asian community, which is open, non-exclusive and cooperative with other regional and international organizations, including WTO and APEC.
