Resolution on Dialogue Among Civilizations, Cultural Promotion, Educational and Humanitarian Contacts, Youth Policy Harmonization, Migratory Processes

THE 21ST ANNUAL MEETING OF THE ASIA PACIFIC PARLIAMENTARY FORUM (APPF),

Recognizing the diversity and cultural exchange as the basis of the understanding among nations, societies and communities, as a fact of global life that can play a major role in enhancing social bonds among different nations, societies and ethnic groups;

Stressing the importance of promoting the fundamental principles assumed by UNESCO as guiding principles of non-discrimination, equality of opportunity and treatment, universal access to education and solidarity to ensure the full development of all human beings without distinction of race, sex, language or religion;

Acknowledging the important contribution provided by migrants to development, and aware of the intricate interrelationship between migration and development;

Conscious of our key role in improving relations amongst societies, to promote their cultural, educational and humanitarian development, create opportunities for improving the quality of life of young people and take steps into the respect for rights of migrants;

Taking note of global initiatives through UN Alliance of Civilizations or Parliamentary Event on Interfaith Dialogue aimed to mobilize concerted action at institutional and civil society levels to improve understanding and cooperative relations within and between nations, parliaments and peoples across cultures and religions;

Keenly aware that young people are key players in the present and future processes of change of all nations, and that the promotion of intercultural, interfaith and inter-civilization dialogue among youth is important in building trust and understanding among them, save the generations from future conflicts arising from intolerance and misunderstanding among people;

Reaffirming the importance of engaging stakeholder, including parliament members and young people, in the promotion of intellectual, interfaith and intercivilization dialogue;

Aware of the key role of young people for the fulfillment of common good, justice, equity, cultural integration, solidarity, as well as to reach the Millennium Development Goals of the United Nations;

Stressing that education is a priority for any society, and all sectors must be involved;


RESOLVES TO
:

1. Call upon the APPF Member States to work together collaboratively with UNESCO, the UN Alliance of Civilization and youth transnational organizations in promoting people-to-people contact through youth, academician and student exchanges and potentiating the intellect and abilities of young people in the field of education, culture and the study of civilization in the region;

2. Encourage civil society organizations of the APPF Member States to discuss their problems and raise proposals;

3. Build the awareness of the World Interfaith Harmony Week which was proclaimed by the UNGA Resolution A/RES/65/5 in their countries respectively as a way to promote harmony between all people regardless of their faith;

4. Promote collective efforts to improve understanding and cooperative relations within and between parliaments and peoples across cultures and religions through inter-parliamentary dialogue on civilizations/religions/culture initiatives such as Parliamentary Event on Interfaith Dialogue or through network of parliamentarians who share common interest on dialogue of civilizations activities nationally and globally;

5. Urge the APPF Member States to develop the capabilities of their youth focal points and youth sector organizations to effectively facilitate and promote youth dialogue;

6. Reaffirm the need to strengthen the legislative framework of migrant, youth and national policies with the view to protect and respect rights to equal in and easy access to education of youth based on universal values and fundamental human rights;

7. Foster and promote scholarship exchange programs aimed at university students among the APPF Member States, as a form of cooperation in the region and in favor of development;

8. Promote laws that recognize the certification of school grades and university diplomas among the Member States of the region.
