Resolution on International Cooperation in Solving the Problems of Refugees and Displaced Persons

The 9th Annual Meeting of the Asia Pacific Parliamentary Forum,

Noting that natural calamities, wars, prosecution, discrimination and intolerance, political and armed conflicts have forced people to take refuge in an alien environment for an uncertain length of time;

Recognizing that the plight of refugees and displaced persons pertain to the question of protection and promotion of their human rights questions that should be the concern of the international community;

Noting that the involuntary displacement of persons within their own countries remains a crucial problem of grave humanitarian concern, and that the many and varied underlying causes of involuntary displacement and of the flight of refugees are similar in numerous causes;

Deeply concerned by the increasing number of refugees and displaced persons worldwide;

Deeply concerned that these refugees and displaced persons particularly women, children and the elderly are frequently in depressing situation;

Bearing in mind that unaccompanied child refugees are among the most vulnerable refugees and displaced persons and therefore requires special assistance and care;

Recognizing that assistance by the international community, in close consultation and cooperation with the State concerned, on the issue of displaced persons within the territory of that State could have a significant contribution to the easing of tensions and enhancing the resolution of problems resulting from displacement, and constitute important components of a comprehensive solution of the question of refugees and displaced persons;

Recalling the Resolution of the 103th IPU Conference in Amman on Parliaments Supports for Refugees Rights;

Taking note of the Convention of 1951 and the Protocol of 1967 on the Status of Refugees;

RESOLVES TO:

1. Stresses the need for all States to respect to the principles of sovereignty, political independence and territorial integrity of State in the resolution of the question of refugees and displaced persons and in this context, recognize the full responsibility of the State concerned on displaced persons settlement;

2. Further stresses the need for all States, international organizations particularly the United Nations, and relevant non-government organization to take part and to share the responsibility in seeking durable and timely solutions to the problem of refugees in joint efforts to prevent conditions that might give rise to the flight of refugees, and to address the root causes of refugees outflows, particularly in the countries of origin;

3. Emphasizes the importance of international solidarity and burden-sharing in resolving the question of refugees and urges all States, international organizations particularly the United Nations, and relevant non-government organization, to cooperate in the efforts to ease the burden borne by States that have received large numbers of refugees and displaced persons;

4. Encourages potential donor countries, international organizations particularly the United Nations, and relevant non-government organization to extend their expertise and financial support to assist countries, particularly developing countries, in finding the best and timely solution to the question of refugees and displaced persons;

5. Calls on all members of the Asia Pacific Parliamentary Forum to take effective steps to facilitate, assist and monitor their governments and societies in finding solution of the question of refugee and displaced persons.
