Recalling the Resolution of the 8th Annual Meeting of the APPF, APPF8/Res/16, Canberra, Australia in January 2000.
Noting the creation of the U.N. Transitional Administration in East Timor (UNTAET) in response to an upsurge in violence in East Timor in the aftermath of the referendum and to prepare East Timor for full independence,
Welcoming the leadership in UNTAET exercised by Thailand, Australia and the Philippines;
Recognizing and commending the participation of Australia, Thailand, New Zealand, Malaysia, Singapore, the Philippines, the Republic of Korea, Canada, the United States, Japan and Great Britain in UNTAET and other forms of assistance,
Recognizing the need for reconciliation and social justice in East Timor and respect for U.N. and humanitarian aid efforts in East Timor and West Timor.
1. Encourage the members of the international community to continue to extend assistance for rehabilitation and development efforts of East Timor;
2. Calls upon all the APPF member states to cooperate with UNTAET and to provide rehabilitation and development assistance including assistance for the establishment of law, order and capacity-building for self-government towards independence of East Timor;
3. Calls upon all the APPF member States to provide as much assistance as possible, such as cooperation with humanitarian organizations so as to ensure the protection of civilians at risk, in particular children, the safe return of refugees and internally displaced persons and the effective delivery of humanitarian aid; and
4. Encourages the nations of the Asia Pacific region to contribute to and participate in U.N. peace keeping missions throughout the world.
