Resolution on Scientific and Education Cooperation in Asia Pacific

THE 21ST ANNUAL MEETING OF THE ASIA PACIFIC PARLIAMENTARY FORUM (APPF),

Acknowledging that scientific and educational sphere is a basis of innovation development and economic prosperity of the countries of the Asia Pacific region;

Supporting steps taken by the countries of the Asia Pacific region to develop practical and stable cooperation in scientific and educational spheres including measures to expand mobility of the students, researchers and to conduct scientific research on a multilateral basis;

Noting that aspiration to create an integrated scientific and educational space in Asia Pacific sounds actual and timely, opens a possibility to create new educational and scientific communities, lays a keystone for cross-border cooperation and entirely meets the interests of scientific and educational development, innovative growth and economic prosperity of the countries of region;

Encouraging to further development of cross-border cooperation in scientific-educational sphere on a voluntary basis;


RESOLVES TO
:

1. Recommend the Parliaments of the APPF Member States to promote harmonization of national legislations in scientific-educational sphere;

2. Recommend to support the initiative if the Russian Federation on scientific cooperation in the sphere of fundamental research in the Asia Pacific region on multilateral basis with regard to the Declaration of the APEC Research Funding Agencies adopted in Vladivostok on 11 May 2012;

3. Encourage the Parliaments of the APPF Member States to recommend national scientific funds to participate in realisation of the Russian initiative to establish Asia Pacific coordination centre for multilateral scientific research;

4. Encourage the development of network cooperation of the research institutions and creation of network universities and associate laboratory centres in the Asia Pacific region;

5. Emphasise the necessity to develop the legislative regulatory framework for development of joint educational programs that provides a way to earn a degree of two universities;

6. Note the urgent necessity to develop incentive and grant programs for the students of the educational institutions of the Asia Pacific region and to encourage wider use of benefit credit programs;

7. Recommend to use modern communication technologies in educational process, including introduction of free on-line educational programmes, to hold on-line international forums to exchange expertise, information and ideas;

8. Welcome the growth of the youth and students organizations activities in the sphere of cultural and historical education, cultural exchanges on all levels including use of social networks;

9. Encourage to support the scientific research of young scientists, to favour publication of their results;

10. Recommend the Governments and the Parliaments of the APPF Member States to promote international scientific and educational cooperation on the interregional level.
