1.- That the phenomenon of globalization generates distortions in a global economy with profound differences in the costs of production; in the workers´ income levels; in the coverage of social benefits and in an effective respect of environmental norms all, of which is of great concern.
2.-That the best option is to adopt policies capable of generation employment of increasing productivity so that the Region can improve the standard of living in vast areas of their population living in poverty, and
3.- That the technological advances accomplished by the new economy generate individual and colective knowledge as well as cultural needs so that in a first instance the experiences of a nation can´t be considered in isolation –either in the Region or globally. However, it also offers options to respect and preserve individual identities thus adapting the technological progress to the specific idiosyncrasies of the people,
1.- Call upon the Government members of the Asia-Pacific Region to elaborate a regional strategy of social and economic development, where as education and training constitute essential elements to incorporate human resources to the economic, technological and market conditions created by globalization;
2.- Recognize that the effort to incorporate human resources to the benefits of globalization should be done under strict observance of international labour agreements, particularly those related to the banning of children´s work, the protection of labour union independence, the right of workers to join unions, collective negotiation, and the principle of non discrimination.
3.- Propitiate the development of a progressive harmonization process of legislation and procedures in the Asia-Pacific countries, in the economic-commercial aspect, in order to guarantee that every worker can join a union without any obstacle, discrimination or persecution, negotiate collectively for wages and working conditions and that in the Region there will be no room for forced labour, and that children´s work will be eradicated, as well as all kind of illegitimate discrimination at work.
4.- Call upon the establishment of a regional transfer of scientific and technological knowledge in order to generate employment for women and young people in particular, and the modernization of the national educational processes, so as to make them fit the new employment requirements in the interdependent world society finds itself at the beginning of the 21st century.
